大阪万博跡地にサーキットやラグジュアリーホテルなど マスタープラン案
大阪府、大阪市は、万博跡地となる夢洲第2期区域における「夢洲第2期区域マスタープラン」の策定に向け、民間による優秀提案を決定した。

2025年日本国際博覧会の跡地となる夢洲第2期区域については、約50ヘクタールという広大なエリアであることから、その開発を一体的に進めるための方針が必要とされている。そのため、開発事業者募集を2段階で実施し、まず1次募集として民間事業者からまちづくりについての提案を受け、優秀な提案を決定。この提案を踏まえ大阪府・大阪市が当該区域のまちづくりの方針となる「夢洲第2期区域マスタープラン」を策定する方針。
その後、2次募集として、マスタープランに沿った開発事業者募集を実施し、具体的な土地利用、開発計画等の提案を受け、開発事業者を決定する。
今回は1次募集として民間事業者から提案をうけたもので、提案件数は3件。うち優秀提案を2件としたものの、最優秀提案については基準を満たすものが無かったことから選定していない。
大林組大阪本店を代表企業とした優秀提案1は、国内外からの集客が見込まれる大型アリーナ、モータースポーツ関連施設に加え、車をテーマとしたアミューズメントテーマパーク、ラグジュアリーホテルなどの機能を複合させた土地利用を提案。このうち大型アリーナについては、西日本にない大規模なもので、第1期区域の統合型リゾートを補完するMICE施設としても、他都市との競争力を高めるものとしている。
サーキットについては、イベントでの活用を含め幅広く府民・市民の活用も可能とすることで、万博跡地のまちづくりとしてふさわしい計画となることが期待される。また、大阪万博の象徴となる大屋根リングの一部は残し、部材はリユースする計画となっている。
関電不動産開発を代表企業とした6社による優秀提案2では、特徴的なラグジュアリーホテルやウォーターパークによる複合リゾート施設を中心とした機能を導入。駅前においては、夢洲の玄関口として、賑わい機能を創出する商業機能などを複合させた土地利用が提案されている。
このうち、ラグジュアリーホテル等の機能については、日本国内では不足している状況であり、インバウンド需要への対応や、第1期区域の統合型リゾートを相互連携・補完する。なお、ウォーターパークについては、夏季以外も集客が可能となるよう、施設の有効活用やアクティビティの導入などの工夫も期待されている。また、大屋根リングは再利用され、万博の「静けさの森」の樹木は移設して公園を整備する予定。
