原発再稼働を問う県民投票の条例案 知事意見つける方針 新潟
新潟県にある柏崎刈羽原子力発電所の再稼働の是非を問う県民投票を実施するための条例案について、花角知事が「『賛成』または『反対』の二者択一の選択肢では県民の多様な意見を把握できない」などとして、課題があるとする「知事意見」をつける方針を固めたことが、関係者への取材で分かりました。
東京電力が目指す柏崎刈羽原発の再稼働をめぐっては地元の同意が焦点になっていて、新潟県の花角知事は安全対策や事故の際の避難計画などを踏まえた上で、是非を判断する考えを示しています。
こうした中、3月、新潟県内の市民団体が14万3000人分を超える署名を県に提出し、再稼働の是非を問う県民投票を実施するための条例案の制定を請求していて、県議会は今月16日から臨時会を開いて条例案を審議することにしています。
この条例案について花角知事が課題があるとする「知事意見」をつける方針を固めたことが、関係者への取材で分かりました。
この中では、「条例の制定がおよそ14万3000人の県民の署名により請求された意義を大変重く受け止める」とした上で、再稼働の是非については国のエネルギー政策上の必要性や安全性など、多岐にわたる観点から議論されていることを踏まえ、「『賛成』または『反対』の二者択一の選択肢では県民の多様な意見を把握できない」などとしています。
花角知事が条例案に対し課題を指摘する方針を固めたことで、県民投票の実施をめぐる県議会での議論や各会派の対応が注目されます。
