部活動の「地域展開」活動担うクラブの要件など自治体が認定へ
国が進めている中学校の部活動を地域のスポーツクラブなどが担う「地域展開」の取り組みについて、有識者会議はクラブの活動の要件などを自治体が認定する新たな制度の案を取りまとめました。
少子化や教員の働き方改革が課題となるなか、国は中学校の部活動を地域のスポーツクラブなどが担う「地域展開」を進めていて、ことし6月からは学識経験者や自治体の関係者などで作る有識者会議を立ち上げて具体的な方策の議論を進めています。
17日は文部科学省で有識者会議の会合が開かれ、活動を担うクラブの要件などを自治体が認定する新たな制度の案が取りまとめられました。
それによりますと、クラブの質の担保などの観点から運営団体から申請を受けた市町村などが、国の示した要件に基づいて確認したうえで、活動を認めるとしています。
認定に必要な具体的な要件について活動時間と休養日は、平日が1日およそ2時間以内、休日はおよそ3時間以内とし、週2日以上の休養日を設けるほか、暴言や暴力など不適切な指導の防止の徹底、学校と連携して活動方針やスケジュールの情報共有をするなど、7つの項目が盛り込まれています。
国は新たな制度の案を部活動改革に関するガイドラインに盛り込む方針だということです。
会議の座長を務める環太平洋大学の友添秀則教授は「安全・安心やコンプライアンスの問題にも配慮しており新しい地域クラブ活動が展開していくための基準になるものだと思う」と話していました。
