米国防総省、Anthropicを国家の安全保障リスクに指定　「法廷で争う」

Anthropic(アンソロピック)は5日、国防総省(Department of War)から書簡を受け取り、同社が米国の国家安全保障に対するサプライチェーンリスクに指定されたと発表した。同社では、法的根拠が不十分であり、「法廷で争う以外に選択肢はない」としている。 Anthropicは、「Claude」などのAIモデルを国防総省や国家安全保障機関に提供し、情報分析、モデリング・シミュレーション、作戦計画などに活用されてきたが、用途の拡大を求める国防総省に対し、Anthropicは「民主主義的価値を損なう」として制限の解除に慎重な姿勢を見せてきた。 特に「国内における大規模監視」「完全自律型兵器」などを不安視する声明をAnthropicは出していた。対して、国防総省はAnthropicが安全対策を維持する場合、システムから排除すると告げ、Anthropicを外国の敵対者とみなす「サプライチェーンリスク」指定すると予告したが、Anthropicは拒否する姿勢を示していた。 今回、実際に国防総省がAnthropicをサプライチェーンリスクに指定。サプライチェーンリスクへの指定は、外国資本による所有や支配が安全保障上の懸念があると判断された場合に、特定の企業を契約から制限・排除する仕組み。中国企業などを前提しており、米国企業を指定するのは異例の措置となる。 Anthropicのダリオ・アモディCEOは、「Anthropicの顧客の大多数はサプライチェーンリスク指定の影響を受けない。国防総省との契約の直接的な一部として顧客がClaudeを利用する場合にのみ適用される」と説明。 また、国防総省と数日間の対話を続けており、同社の懸念は、あくまで完全自律型兵器と大規模国内監視に関する例外規定のみであり、「作戦上の意思決定とは無関係」と強調している。 なお、移行に必要な期間は、国防総省と国家安全保障コミュニティにモデルを提供していく。
