政府 口座売買の罰則強化など盛り込んだ犯罪収益移転防止法改正案 閣議決定
犯罪グループによるマネーロンダリングを目的とした口座の売買があとを絶たないことを受け、政府は口座売買の罰則を強化することなどを盛り込んだ法律の改正案を3日、閣議決定しました。
警察庁によりますと、口座の売買をめぐる検挙は去年1年間で4553件にのぼり、これまでで最も多くなりました。
主にSNSの呼びかけに応じ、高いものは数十万円で売買され特殊詐欺の被害金などのマネーロンダリングに使われているとみられています。
特殊詐欺などの被害が深刻化するなか、政府は口座売買の罰則を強化することなどを盛り込んだ犯罪収益移転防止法の改正案を3日、閣議決定しました。
改正案では、1年以下の拘禁刑か、100万円以下の罰金などが科される現在の罰則について、3年以下の拘禁刑か、500万円以下の罰金などに引き上げられるということです。
このほか、自分の口座に振り込まれた特殊詐欺の被害金などを、報酬と引き換えに、犯罪グループに指定された口座に移す、「送金バイト」と呼ばれる手口の規制なども盛り込まれています。
赤間国家公安委員長は3日の閣議後の会見で、「特殊詐欺の被害は極めて危機的な状況にある。これらの犯罪では預貯金口座などが悪用されており、手口も巧妙化するなど対策は急務だ。国会において早期に可決・成立することを期待している」と述べました。
