東京 港区 “区立幼稚園でいじめに類する行為”調査報告書公表
東京 港区は、区立幼稚園に通う園児が別の園児とのトラブルで長期にわたって登園できなくなる、いじめに類する行為があったとして、調査報告書を公表しました。
港区教育委員会によりますと、ことし4月、区立幼稚園の5歳児の保護者から、別の園児から仲間はずれにされるなどして登園できなくなり、「PTSD」＝心的外傷後ストレス障害と診断されたとして、“いじめ”として調査するよう申し立てがありました。
これを受けて区は、第三者による会議を設けて調査した結果を30日ホームページで公表しました。
それによりますと、園児は、別の園児から「いじめられる」ことを理由に区内の保育所から幼稚園に転園しましたが、その後、この園児が同じ幼稚園に転園してきて、嫌がらせと感じるような言動が続いたということです。
園児はことし2月以降、長期にわたって登園できなくなり、報告書では、トラブルの一部について、確認できたとしたうえで、保育所と幼稚園による情報共有などの配慮が十分でなかったことなどを問題点として挙げています。
そして、文部科学省のいじめの定義では、園児は対象となっていないものの、今回のようないじめに類する行為などに対応するため幼児期の「いじめ事態ガイドライン」を作成することなどを求めています。
港区教育委員会は、「調査結果を踏まえ、一人ひとりの園児に寄り添い安心して過ごせる環境を整えていきたい」としています。
