　今回採用した指標およびその意図は以下のとおりである。なお、【独自】とあるものは、本ランキング用に独自に設定した指標である。　◆安心 ①【子ども医療費助成】:医療費補助の手厚さ ②【人口当たり刑法犯認知件数】:治安の良さ ③【人口当たり交通事故件数】:交通の安全性 ④【人口当たり病院数】:2次医療圏毎の日常的な医療アクセスの良さ【独自】 ◆便利・快適 ⑤【年少人口割合】:0〜14歳人口の比率【独自】 ⑥【人口当たり大規模小売店店舗面積】:生活圏の買物利便性

⑦【可住地面積1k㎡当たり飲食料品小売事業所数】:食料品購入の利便性 ⑧【人口当たり飲食店数】:外食環境の利便性 ⑨【1人当たり住宅延べ床面積】:居住空間のゆとり　◆インフラ ⑩【小学校アクセス】:教育施設へのアクセスの良さ【独自】 ⑪【水道料金】:居住コスト ⑫【都市計画区域人口当たり都市公園面積】:子供の遊べるスペース ⑬【財政力指数】:行政基盤の安定性 ※総合順位の具体的な算出方法や各指標の詳しい解説については、こちらを参照してください。

　まずは、3大都市圏のランキングのうち、首都圏版を公表する。対象は東京、神奈川、千葉、埼玉の4都県、142市区である。　1都3県の総合ランキングは表をご確認いただくとして、ここでは各都県のトップ3自治体の特徴を見ていく。 ■東京、埼玉、千葉、神奈川のトップ3自治体　① 東京都トップ3:文京区、武蔵野市、府中市 (昨年と同じ顔ぶれ) 　文京区が今年も総合1位に輝いた。④【人口当たり病院数】と防犯性(②【人口当たり刑法犯認知件数】)の偏差値が高く、都会の過密さを「安心」でカバーしている。

　② 埼玉県トップ3:秩父市、東松山市、戸田市　⑤【年少人口割合】が 12.66％(偏差値 63.88)と高い戸田市が新たに埼玉県3位に浮上した。特に、インフラカテゴリでは1位となり、財政力の強さ、小学校へのアクセスの良さ、水道料金の安さ、平均以上の公園面積とインフラのすべての指標で高評価だった。　③ 千葉県トップ3:印西市、流山市、浦安市　千葉県3位にランクインした浦安市は、③【人口当たり交通事故件数】の偏差値が 67.00と安心度が高い。ディズニーリゾート(オリエンタルランド)関連の収入とブランド力で、財政力指数も極めて高く、インフラカテゴリを引き上げた。

　④ 神奈川県トップ3:鎌倉市、藤沢市、南足柄市　総合29位の藤沢市は今年新たに神奈川県2位に浮上した。財政力も強く、湘南エリアの中心都市として利便度も悪くない。同時に、②【人口当たり刑法犯認知件数】が低く抑えられている点が強みとなっている。「子育てしやすい自治体」ランキングの各カテゴリに含まれる指標の解説 ◆安心 ①【子ども医療費助成】:医療費補助の手厚さ ②【人口当たり刑法犯認知件数】:治安の良さ ③【人口当たり交通事故件数】:交通の安全性

⑪【水道料金】:居住コスト ⑫【都市計画区域人口当たり都市公園面積】:子供の遊べるスペース ⑬【財政力指数】:行政基盤の安定性 ※本年度の大きな改定点としては、④【人口当たり病院数】である。従来の「病床数」から「病院数(病院数+一般診療所数)」へと基準を変更した。病床数は入院を伴う高度医療の充足度を示す指標であるが、子育て世帯の実感としては、急な発熱や軽微な不調時に即座に対応可能な医療環境も重要である。そのため、病床数20未満の一般診療所(歯科診療所を除く)と、病床数20以上の医療機関の合算値を、広域医療圏(2次医療圏)における人口当たりの密度として算出することで、生活圏における医療アクセスの利便性を指標化した。

次に、⑤【年少人口割合】を追加した。これは当該自治体の総人口に対する14歳以下人口の比率である。この指標により、「子育て環境として選ばれている自治体」であるかという点と、地域コミュニティにおける同世代の共生環境を評価対象としている。 ※ 「小学校アクセス」の母数は「夫婦と6〜9歳」「夫婦と10〜17歳」の世帯。距離が5段階(100m未満/100〜200m未満/200〜500m未満/500〜1,000m未満/1,000m以上)で分類されているため、それぞれの世帯割合に5点〜1点を掛けて重みづけし、各自治体のポイントとした。
