“スマホなど1日2時間目安”条例案 きょう採決へ 愛知 豊明
仕事や勉強、家事以外でのスマートフォンなどの使用は1日2時間以内を目安にするよう促す条例案が22日、愛知県豊明市の市議会で採決されます。市によりますと、すべての市民を対象にスマートフォンなどの使用時間の目安を示した条例案は全国で初めてで、可決・成立すれば10月1日から施行されます。
豊明市は、スマートフォンやタブレット、ゲーム機などの長時間の使用は、睡眠不足などの健康面のほか家族の会話が短くなるなど家庭環境にも悪影響も与え、子どもの健全な生育を妨げるおそれがあるとして、仕事や勉強、家事以外でのスマートフォンなどの使用は1日2時間以内を目安にするよう促す条例案を提出しています。
対象となるのは、すべての市民と市内の学校に通う18歳未満の子どもで、子どもの使用については
▽小学生以下は午後9時まで
▽中学生以上は午後10時までとする時間帯の目安も盛り込まれ
各家庭でルールを作るよう促しています。
条例案に強制力や罰則はないということです。
条例案は9月16日の市議会の委員会で審議され、賛成の議員からは「市が一定の方向性を示し、考えるきっかけを与えることは意義がある」などという意見が出ました。
一方、反対の議員からは「条例は重たいもので、私生活にまで踏み込むことはおそろしい」などの意見が出され、採決では賛否が同数となりましたが、委員長の判断で可決されました。
そして市民の自由を尊重し、丁寧な説明を行うことや効果の検証などを求める付帯決議も可決されました。
この条例案は22日の市議会本会議で採決される予定で、可決・成立すれば10月1日から施行されます。
市の発表から319件の意見寄せられる 肯定は50件
愛知県豊明市によりますと、スマートフォンなどの使用時間の目安を示した条例案について、市が発表してから9月19日までに電話やメール、手紙などで合わせて319件の意見が寄せられているということです。
このうち市長へのメールや手紙は139件あり、条例案を肯定する意見は50件だったということです。
