外国人との共生社会へ 基本法制定など求める提言書 全国知事会
外国人との共生社会の実現に向けて、全国知事会が、国に提言書を提出しました。外国人をめぐる対応は、国が責任を持つべき全国共通の課題になっているとして、関連施策の根幹となる基本法の制定などを求めています。
30日は、全国知事会で外国人との共生などに関するプロジェクトチームのリーダーを務める静岡県の鈴木知事らが法務省を訪れて鈴木法務大臣と面会し、提言書を手渡しました。
提言書では、外国人をめぐる対応は、一部の自治体にとどまらず、国が責任を持つべき全国共通の課題になっていると指摘しています。
そのうえで具体的には、外国人の関連施策を進めていくうえで、根幹となる基本法を制定すべきだとしています。
また、専門性のある外国人材を確保するための育成就労制度について、人手不足など、地域の実情を反映し、受け入れ可能な産業分野の追加を継続的に検討することなどを求めています。
さらに、外国人材やその家族に対する日本語教育や医療支援など、生活面での受け入れ環境の整備も、財源措置を含め、国が主体的に対応するよう強調しています。
提言を受け取った鈴木大臣は「共生政策が実現できるよう努力していきたい」などと応じていました。
