葛飾・金町の大型商業「MARK IS」を見てきた 50店舗・屋上には教習所
三菱地所は、9月3日にオープンする商業施設「MARK IS(マーク イズ) 葛飾かなまち」の内覧会を実施した。

MARK IS 葛飾かなまちは、「東金町一丁目西地区市街地再開発事業」にて整備された商業施設。所在地は東京都葛飾区東金町1-10-1で、アクセスはJR常磐線 金町駅北口から徒歩7分など。MARK ISは同再開発事業の第I期に当たり、第II期では地上40階建ての住宅棟が建設される。住宅棟を含む再開発事業全体の街区名称は「クロス金町」。
第I期の施設規模は地上5階・地下1階で、1～3階が商業施設、4～5階が自動車教習所、地下1階が駐車場・駐輪場。第II期のエリアはかつてイトーヨーカドー金町店、その屋上には金町自動車教習所があった場所で、イトーヨーカドーは食品スーパー「ヨークフーズ」としてMARK ISに出店、教習所はMARK IS上階に移転する形となる。
MARK ISの出入口はメインエントランスのほか、ヨークフーズに直接入店できるエントランス、エスカレーターで上がって2階から出入りできるエントランスの3つを備える。
1階のメインテナントはヨークフーズ。そのほか、「マツモトキヨシ」「ミスタードーナツ」や、フルーツサンドとサンドイッチの店、からあげ店、スイーツ店、八百屋、フラワーショップ、クリーニング店が出店する。
2階はアパレルを中心とした店舗や、家電量販店の「Joshin(ジョーシン)」が出店する。また2階にはイベントスペースが設置されている。
3階には7店舗が出店するフードコートを設置。そのほか、「ナムコ」「すみっコぐらしあそびスタジオ」や、駄菓子屋「だがし家かかし」、子供服、英語・ダンス・体操のスクールなど、子供も含めて楽しめるアミューズメントやショップ、教育関連を展開する。そのほか、100円均一ショップ、楽器店、ペットショップ、携帯ショップ、パソコン教室、保険サービスがある。
フードコートは約450席で、乳幼児を含めた子連れでも利用しやすい設備も備える。ベビーカー置き場や、乳幼児用のイスと一体となったテーブル、キッズスペース、授乳室・キッズトイレ・おむつ替えスペースなどがあり、子供を立たせておむつ替えができる設備も用意する。
フードコート出店店舗は、「マクドナルド」「インド料理 ガンジス川」「丸亀製麺」「リンガーハット」「中華料理 菜香菜」「サーティワン アイスクリーム」「汁なし担担麺専門キング軒」。
4階と5階は3階までよりも建物の面積が狭い設計となっており、4階に屋上スペースを設けて自動車教習所のコースを展開する。5階は学科教習用の教室が設置されている。
建物の屋上にコースを設けている自動車教習所は現在でも全国に5カ所しかなく、金町自動車教習所は1959年に日本で初めて商業施設の屋上に設置された教習所として開業した。
再開発事業第I期の敷地面積は14,744.64m2、延床面積は25,587m2。売上想定は年間約100億円、入館者想定は年間約500万人。
■ 「買い物は隣駅」から脱却 金町に新たな商業施設
開発エリアには、2003年に閉鎖した三菱製紙中川工場跡地である区のまちづくり用地が含まれている。工場跡地ではMARK ISのほか、東京理科大学が2013年に葛飾キャンパスを開設し、またマンション開発も進められた。
金町駅は常磐線を使って「アリオ」がある亀有、多くの商業施設がある北千住や松戸にアクセスできる場所だが、駅周辺には大型商業施設が不足していた。金町駅は乗降客13万人の利用者数があり、また大型マンションなどの再開発が進んでいることから、電車移動で買い物をしていた近隣住民の獲得を期待できる立地となる。また、東京理科大学の学生の利用も見込んでいる。
そのほか、自動車学校の生徒もターゲットとしており、4～5階の教習所のフロアから、フードコートのある3階にエレベーターで直接アクセスできるようにしている。
第II期では約900戸の住宅棟が建設される予定で、低層階には商業施設を展開。MARK ISが拡張することとなる。また、4階には区民事務所やバンケットホール等の公益施設を設置。現在隣地にある地区センター機能を移転する予定だが、現在の建物を閉鎖するか、残したまま施設を拡張する形とするかは未定。
第II期のエリアは従前の商業施設や教習所があった場所で、現在は解体工事が進められている。自動車教習所を長期間閉鎖することはできないため、第I期の施設が完成して移転が完了してから、第II期に着手するという流れとなった。第II期のオープンは2030年度を予定している。再開発事業全体の敷地面積は約24,755m2、建築延面積は約159,310m2。
なお、MARK ISブランドの商業施設は葛飾かなまちのほか、みなとみらい、福岡ももち、静岡がある。
