ODA実施体制強化へ 有識者会議初会合 茂木外相“国際環境変化に応じた戦略的活用など 検討を”
ODA＝政府開発援助の実施体制の強化を検討する有識者会議の初会合が開かれ、茂木外務大臣は、ODAの外交上の意義は高まっているとして、国際環境の変化に応じた戦略的な活用や、経済安全保障などの新たな重要課題に対応するための検討を要請しました。
有識者会議は、ODAの実施体制の強化に向けて茂木外務大臣のもとに設けられ、外務省で開かれた初会合には座長を務める早稲田大学の縣公一郎教授ら9人の委員が出席しました。
この中で茂木大臣は「世界はパワーバランスの変化や紛争、対立の激化を受けて大きな構造的変化の中にあり、わが国を取り巻く安全保障環境もさまざまな分野で厳しさを増している。ODAの外交上の戦略的意義は一層高まっている」と指摘しました。
そのうえで、ODAの実施機関であるJICA＝国際協力機構の業務が複雑化していることも踏まえ、国際環境の変化に応じたODAの戦略的・効果的な活用や、経済安全保障などの新たな重要課題への対応に向けた検討を要請しました。
有識者会議は月に1回程度のペースで議論を重ね、ことしの夏をめどに提言をまとめることにしています。
