輪島市 国の制度で支援対象外の準半壊や一部損壊に独自支援金
能登半島地震で被災した石川県輪島市は、災害で自宅に被害を受けた人を支援する国の制度では対象外となっている「準半壊」や「一部損壊」の世帯に対して、独自に12万円を支給する方針を固め、25日の市議会で5億4000万円の事業費を盛り込んだ補正予算案が可決されました。
国は、地震や水害などで自宅が被害を受けた世帯を対象に、最大で300万円の「被災者生活再建支援金」を支給していますが、対象は「全壊」から「半壊」までにかぎられ、「準半壊」や「一部損壊」の世帯は対象外となっています。
一方で、能登半島地震の被災者からは、公的な支援を求める声が上がっていて、輪島市は独自の措置として「準半壊」や「一部損壊」の世帯に一律に12万円を支給する方針を固めました。
そして、25日の輪島市議会で、支援金の事業費として5億4000万円を計上した補正予算案が採決され、全会一致で可決されました。
輪島市は、全国から寄せられた見舞金などをもとに設けた「復興まちづくり基金」を財源にする方針で、7月中に対象の世帯に支給する予定です。
輪島市の坂口茂市長は「今後も市内の各地を回って被災者の意見を聞き、必要な支援策を考えていきたい」と話していました。
「準半壊」や「一部損壊」の世帯に対しては、七尾市や珠洲市など、能登地方のほかの自治体でも同様の制度が設けられ、支援する動きが広がっています。
