JR東日本、米づくり支援で新会社　耕作放棄地を活用

JR東日本グループは、日本の米づくりの課題を解決する新会社「JR東日本豊里創生」を4月に設立する。稲作の担い手不足、耕作放棄地の増加という地域課題の解決に取り組んでいく。 新会社では、後継経営者の不在により事業承継に課題を抱える農業法人などへの資本参画や事業提携を行なう。農業法人への経営支援として総務、財務業務などのコーポレート業務の一元管理や最新農法・IT技術の導入のほか、列車荷物輸送サービス「はこビュン」などを活用し、産地とマーケットをつなぎ、地域内の農地承継、生産基盤安定化を図る。 出資した農業法人を拠点として、同様に廃業や耕作放棄リスクのある周辺農地からの賃貸借・生産受託を担い、農地集約による規模拡大でサステナブルな経営体制を構築。今後の作付面積として1,500ha規模を目指す。 新会社設立の背景として、JR東日本の事業エリアが国内の稲作作付面積の約半数を占めながら、生産者・経営者の高齢化に伴う廃業リスクが高まっていることを挙げている。廃業リスクの高まりにより耕作放棄地の増加が大きな地域課題となっており、10年後には同社事業エリア内の1都16県だけで、田畑を含む農用地等の約67万ha(日本全体では約134万ha)が耕作者不在になる可能性が指摘されている。 こうした地域課題の解決に取り組む新会社を設立し、規模の集約化や新技術の導入により生産性の向上を図る。米づくりの生産力向上や収益力強化を通じて農業のサステナブルな生産体制を創出し、同社の事業エリア全体だけでなく、日本全体に展開することで日本の食料自給率向上を目指していく。 新会社の拠点は、高輪ゲートウェイシティにあるJR東日本のビジネス創造施設「LiSH(TAKANAWA GATEWAY LinkScholarsʼ Hub)」。JR東日本グループに集まる農業の最先端テクノロジーや新技術、生産方式などを実装、実行する機能として新会社を位置付け、農業の生産性向上と東日本エリアの主要産業である稲作のイノベーションを通じた地方創生に取り組んでいく。本社所在地は東京都港区高輪2丁目21-1 THE LINKPILLAR1。
