デジタル庁は11日、「ガバメントソリューションサービス(GSS)」において、不正アクセスが発生し、GSS上で取り扱っていた個人情報を含むファイルの一部が外部に漏えいした可能性があると発表した。漏えいした可能性がある個人情報は、GSS利用機関の職員、GSS利用機関の業務に携わった公務員や事業者、個人など。公務員の情報は約18.9万件、事業者/個人の情報は約5.7万件。重複を含む、漏えいした可能性のある個人情報は、氏名が約23.6万件、メールアドレスが約23.1万件、電話番号が約9.4万件、住所が約1,000件。なお、マイナンバー、金融機関口座情報、年金番号等は含まれていない。不正アクセスは、保守運用担当者のアカウントが不正に利用された。デジタル庁では、6月25日に、保守運用担当者のアカウントを利用し、サーバー上の大量のファイルへのアクセスが行なわれたことを検知し、調査を開始。7月9日に、第三者がネットワーク接続機器(VPN)の脆弱性を利用してシステムに侵入し、不正アクセスを行なっていたことが判明した。同日、当該アカウントを停止するとともに、侵害された機器と外部との通信を遮断。以後の不正アクセスを防止した。この件について調査を進めた結果、個人情報が外部に漏えいした可能性があることを確認したという。デジタル庁では、漏えいした可能性がある個人情報の対象者を特定の上、順次、個別に連絡。現時点では、本件に関連する個人情報の悪用等の二次被害は確認されていないという。また、脆弱性管理方法の見直しや、外部からの接続方法の改善など、セキュリティ対策を強化する。 GSSは、デジタル庁が運用する、政府共通の標準的な業務実施環境(業務用PCやネットワーク環境)の提供を行なう基盤サービス。各府省庁の環境の統合を進め、行政機関の生産性やセキュリティの向上を図る目的で導入されている。
