欧州委員会は、Googleに対し、Google 検索とGoogle Playでそれぞれデジタル市場法(DMA)違反を認定し、合計8億9,000万ユーロ(約1,660億円)の制裁金を科した。Googleは今回の決定に対し上訴できる。 Google 検索では、検索結果におけるショッピングやスポーツの結果などで自社サービスを目立つよう表示する自己優遇がDMA違反と認定され、4億6,000万ユーロの制裁金が科された。 Google Playでは、アプリ開発者が第三者アプリストアを含む自らが選択した配信チャネルにおいて「自由に顧客と連絡を取り、オファーを宣伝し、ユーザーと契約を締結することを妨げた」と、誘導制限(アンチ・ステアリング)のDMA違反が認定され、4億3,000万ユーロの制裁金が科された。どちらも是正命令が出されているが、Google 検索では表示方法を変更するテストがすでに開始されているほか、ステアリング関連の規約変更も実施されているとしている。制裁金の金額は、DMA不遵守の重大性と期間が考慮されたもの。Googleには、60日以内に欧州委員会の決定に従うこと(制裁金の支払いとサービスの是正)が求められる。従わない場合、DMAに基づき「前事業年度における1日あたりの平均全世界売上高の最大5%に相当する金額」が1日ごとに日割りで発生する。
