楽天ペイ、6月から保険を本格展開 金融サービス集約
楽天ペイメントは、「楽天ペイ」におけるAI活用や金融サービスの拡充など、今後の戦略を明らかにした。6月からは「少額短期保険」を楽天ペイアプリで販売するほか、今後は生保や損保にも拡大、金融サービスの集約を図る。

楽天はグループ全体でAIの活用を進めており、2024年10月には楽天モバイルが生成AIのチャットサービス「Rakuten Link AI」の提供を開始している。24年11月からは、すべての楽天のサービスが1つのAIアシスタントに集約された「楽天AIアシスタント」のベータ版をトライアル提供。一歩進んだカスタマイズを実現する「AIコンシェルジュ」の取り組みを進めている。
2025年1月には「Rakuten AI for Business」を発表、コンシューマー向け以外でもAIを活用し、法人向けサービスや、パートナー企業の支援でもAIを活用していくことが明らかにされている。
■ AIが購買データから“次”を予測
では「楽天ペイ」におけるAI活用とは、どんなものなのか。楽天の強みは、グループで70を超えるサービスをひとつのIDで利用でき、ポイントサービスも楽天ポイントに集約されていること。こうしたビッグデータをAIで分析・予測することで「パーソナライズされたオススメを実現できる」(楽天ペイメント 執行役員 プロダクト開発本部 副本部長の坂本和彌氏)という。
例えば、激辛ラーメンを食べたユーザーに対し、付近のスイーツのお店をオススメしたり、クーポンを配信したりといったことが考えられるという。楽天ペイの決済情報を活用し、支払い行動の後の需要をAIが予測する(この場合は、甘いものを食べたくなるという予測をする)もので、「一歩先を行くAIサービスを実現できる」(坂本氏)とする。
また今後は、楽天ペイのアプリに金融サービスの融合も進めていく方針で、「フィンテックを楽天ペイのアプリに完全統合していく」(坂本氏)と意気込む。例えば、翌月の支払いを変更するといったサービスも、楽天ペイのアプリからシームレスに利用できるようになるという。
これらのように、AIの活用とパーソナライズを推し進める傍ら、金融サービスも融合し「AIと融合した次世代アプリを目指す」(坂本氏)としている。
■ 離反の兆候をAIが予測
AIを活用したビジネス展開では、パートナー企業支援の具体的な事例も紹介されている。マーケティング精度を向上させる取り組みの例は、スーパーやドラッグストアで定説となっているニッパチの法則(2割の優良顧客が8割の売上を生み出すという法則)について、ロイヤルカスタマーが離反する“兆候”を購買内容や周期をもとにAIが分析・予測し、離反を防ぐアプローチにつなげるというもの。店舗の品揃えの見直しといったことも含め「何から手を付ければいいのか、定量的なデータで提案できる」(楽天ペイメント 営業第一本部 副本部長 兼 データマーケティング部 部長の林 宏憲氏)という。
また、ポイントカードを提示せずに購入する顧客についても、AIを活用した予測で解像度が向上、仮説をたてることでカバーできる。
一方で楽天では、地域性や商習慣により、AIの予測をそのまま適用することが難しい面も多いと指摘。「人が、創造性をもって支援していく」(林氏)とした。
■ 楽天ペイアプリが少額短期保険の販売チャネルに
楽天ペイアプリでは、楽天少額短期保険(楽天少短)の保険商品をアプリからスムーズに買えるようにする取り組みを6月から開始する予定。
少額短期保険は一般的に、ペット保険や旅行保険、自転車保険などを指す。将来的には、楽天グループ内で別会社が手掛けている生命保険や損害保険にも拡大し、金融サービスの融合を進める。
また、ここでも楽天エコシステムの基盤やAIが活用される。例えば熱中症保険の場合、気温の予想や、ユーザーの旅行先の地域といった情報に基づき、朝の段階で熱中症保険への加入をオススメするといった具合で、ユーザーの行動に紐づけカスタマイズしたレコメンドの仕組みを構築する。
保険商品は監督官庁の許認可が必要なため、追加できる商品数は年間で2～3種類にとどまる見込み。将来的には10種類程度の展開を想定するが、楽天少額短期保険 執行役員の岡村匡純氏からは、2025年中に2商品、2026年春に1商品の追加といったスケジュール感が明らかにされている。
なお、楽天少短が中核商品として展開していた楽天ペット保険は、少額短期保険の要件を超える規模になったため、2022年から楽天損害保険に移転されている。このため、楽天ペイアプリでの展開は、楽天少短として改めて保険商品を開発し展開する形となる。
楽天少短にとっては中長期的な取り組みでもあるとし、商品の拡充を順次進めていく。楽天ペイでの販売は、これまで取り組んできた代理店の対面販売、インターネット販売に次ぐ第3の販売チャネルと位置付け、市場の拡大に期待を寄せている。
