「緊急避妊薬」医師の処方箋なくても薬局などで販売へ【Q＆A】
意図しない妊娠を防ぐ「緊急避妊薬」について、厚生労働省の専門家会議は29日夜、医師の処方箋がなくても薬局などで薬を購入できるようにする方針を了承しました。店舗での対面販売に限られ、薬剤師からの説明を受けたうえで、その場で服用することを義務づけることにしています。
「緊急避妊薬」は性行為から72時間以内に服用すれば、高い確率で妊娠を防げるとされていますが、国内では医師による処方箋がないと購入できず、よりアクセスのしやすい方法での販売を求める声が市民団体などから上がっていました。
こうした声を踏まえて、厚生労働省はこれまで有識者や市民団体などで作る検討会や薬局での試験的な販売を行い、販売方法のあり方について検討を続けてきました。
そして29日夜、専門家会議を開き今後、医師の処方箋なしに薬局やドラッグストアで購入できるようにする方針を了承しました。
具体的には、購入できる年齢に制限はなく、未成年者が購入する場合でも親の同意は不要とする一方、販売できるのは、専門の研修を受けた薬剤師に限られます。
また、店舗での対面販売に限られ、薬剤師から薬に関する説明を受けたうえで、早く服用することで薬の効果がより高まることなどから、薬剤師の面前で服用することを義務づける方針です。
厚生労働省は今回了承された方針について、パブリックコメントなどを行ったうえで、今後、正式に承認することにしています。
厚生労働省によりますと、一般的に正式な承認までは3、4か月かかるケースが多いということで、来年春以降にも薬局などで処方箋がなくても購入できるようになる可能性があります。
【Q＆Aで】制度の変更点は？ 服用時の注意は？
医師の処方箋なしに薬局やドラッグストアで販売する方針が了承された「緊急避妊薬」。
どのように制度が変わり、服用するときはどんなことに注意すればよいのか、まとめました。
Q. そもそも「緊急避妊薬」ってどんな薬？
A. 「緊急避妊薬」はアフターピルとも呼ばれていて、性行為のあとに服用することで高い確率で妊娠を防ぐことができる薬です。
排卵を遅らせる作用などがあり、性行為から72時間以内に服用することで、80％以上の確率で妊娠を防げるとされています。
性行為のあと、できるだけ早く服用することで避妊の確率が高くなるとされています。
適切に避妊ができなかった際や、性暴力の被害にあった場合などに意図しない妊娠を防ぐことができます。
ただ、妊娠を完全に防げるわけではありません。
また、中絶をするための薬ではないので、すでに妊娠している場合は効果がありません。
Q. 副作用はある？
A. 子宮からの出血や頭痛などの副作用があらわれることがあるとされています。
ただ、WHO＝世界保健機関は「深刻な副作用はない」としています。
一方で、副作用の1つ、子宮からの出血があった場合、「生理がきた」として妊娠を回避できたという思い込みには十分注意が必要です。
Q. 今後、制度がどう変わる？
A. これまで、緊急避妊薬を購入するためには、まず医療機関に行って診療を受けたうえで緊急避妊薬の処方箋をもらって、薬を購入する必要がありました。
今回了承された方針は、医師の処方箋がなくても薬局やドラッグストアで緊急避妊薬を購入できるようにするということです。
Q. 薬局で購入する際の条件は？
A. 薬を購入する際の年齢制限はありません。
また、購入にあたって、親の同意は必要ありません。
一方で、薬局などで薬剤師から薬についての説明を対面で聞き、それを理解したうえで、薬剤師の面前で服用することが必要です。
つまり、薬局で購入した薬を持ち帰って自宅で服用することなどはできないということです。
緊急避妊薬は、早く服用すれば、その分、妊娠を防ぐ効果があがるほか、なりすましの購入などを防ぐことが目的だということです。
他人のために代理で購入することもできません。
Q. どこで購入できる？
A. 専門の研修を受けた薬剤師からの説明を受ける必要があるので、そうした薬剤師が勤務している薬局やドラッグストアで購入できるようになる予定です。
研修を受けた薬剤師が在籍している店舗は、今後、厚生労働省が店舗の一覧などを専用のホームページで公表することにしています。
対面での購入が義務づけられるため、オンラインでの購入はできません。
Q. いくらで購入できる？
A. まだ、薬局などでの販売価格は決まっていません。
国が行っている試験販売では、およそ7000円から9000円でしたが、今後、製薬会社が薬局などとやりとりをして値段を決めていくことになります。
性犯罪や性暴力で緊急避妊薬が必要な場合は、都道府県などが設置している、「ワンストップ支援センター」を通じて公費による医療費の助成を受けられる場合があります。

Q. いつから購入できるようになる？

Q. 服用する場合、どんなことに注意する必要がある？
A. 服用する際の注意点や、知っておいてほしいことなどについて、産婦人科医で一般社団法人「日本家族計画協会」の北村邦夫会長は、次のように話しています。
「アメリカの論文では、緊急避妊薬が入手しやすくなったことで、コンドームの使用率やピルの服用率が減少したとされています。ただ、緊急避妊薬の避妊の確率は100％ではなく緊急避難的に服用するもので、『最後の避妊法』と言われています。緊急避妊薬を服用して妊娠を回避できて『よかった』と思うだけで終わるのではなく、感染症の予防や、より確実な避妊法を行うよう、行動変容をしてほしいと思います。男性はしっかりコンドームを使って性感染症を防止する、女性はピルの服用など、女性ができるより確実な避妊法を活用することが大切です。緊急避妊薬の服用をゴールではなくスタートとして考えるようにしてほしいです」
