ひきこもり支援のハンドブック作成 自治体職員の指針に 厚労省

厚生労働省は、140万人を超えるとされる「ひきこもり」の人たちの支援にあたる自治体の職員が支援の際の指針とするハンドブックを作成しました。「ひきこもり」を期間や病気の有る無しに関係なく、社会に対して生きづらさを感じ、他者との交流が希薄な人と位置づけ、自分で生き方を決めていける「自律」の状態を目指す支援をすべきだとしています。

ひきこもり状態の人は国の推計で15歳から64歳まででおよそ146万人にのぼるとされ、支援の強化が求められています。

こうした中、厚生労働省は、支援にあたる全国の自治体の職員などが参考にする指針を盛り込んだハンドブックを新たに作成しました。 ハンドブックでは、「ひきこもり」を期間や病気の有る無しに関係なく社会に対して生きづらさを感じ、他者との交流が希薄な人としていて、家族も含めて支援の対象にしています。

そして、支援のゴールを就労だけに設定せず、ひきこもることも生き方と認めたうえで、本人や家族と対話を重ね、自分で生き方を決めていける「自律」の状態を目指す支援をすべきだとしています。

また、ひきこもっている期間や年齢、性別、世帯状況など、さまざまな想定をもとに30の具体的な支援の事例が紹介されています。 ハンドブックを検討する会議の委員長を務めた白梅学園大学の長谷川俊雄名誉教授は「これまでの支援は本人の意思を十分にくみ取らないまま進められるものもあったが、この指針を参考に生き方を自分で決められる『自律』の状態を目指す支援を考えてほしい」と話しています。
