国内通信8社、船舶を使った共同復旧訓練
国内の通信事業者8社は、大規模災害の復旧活動で船舶を活用する協力体制に基づき、3月4日～7日にかけて共同で実動訓練を実施した。
NTTグループ(日本電信電話、東日本電信電話、西日本電信電話、NTTドコモ、NTTコミュニケーションズ)5社とKDDI、ソフトバンク、楽天モバイルの8社は、「大規模災害発生時におけるネットワークの早期復旧に向けた通信事業者間の協力体制」を構築、2024年12月1日から共同で運用を開始している。
今回の訓練は、長崎県長崎市にて、船舶を活用した共同実動訓練として実施された。NTTグループが保有するケーブル敷設船「きずな」を活用し、3月4日～6日はモバイル通信事業者が船上基地局の設置にかかる訓練を、3月7日は固定通信事業者が物資輸送の訓練を実施した。
大規模災害の発生を想定した一連の訓練で、船舶への基地局の設置や、通信機材・物資の搬出入などの工程について、滞りなく運用できることが確認されたとしている。
通信事業者は、大規模災害時の復旧体制について、それぞれで構築しているが、能登半島地震では陸路の障害の影響が大きかったことから、給油拠点を共同利用するなど、各社で連携する動きが広がった。
ケーブル敷設船など大型船舶を保有するNTTとKDDIは、災害時の船舶の共同利用の協定を結んでおり、能登半島地震では実際に連携して海上から通信エリアの復旧を試みた。今回の訓練は、こうした教訓を得て、国内の通信事業者8社が参加して船舶を使う訓練を実施したものとなる。
