ホワイトハウス報道官が関税で日本を挙げ批判 コメの関税は?
アメリカ・ホワイトハウスのレビット報道官は11日の記者会見で、アメリカの輸出品に高い関税をかけている国のひとつとして日本を挙げ、「コメに700％の関税を課している」と批判しました。
11日の記者会見でホワイトハウスのレビット報道官は、カナダから輸入される鉄鋼製品とアルミニウムへの関税について説明するなかで、「カナダだけでなく、各国がどれくらい関税を課しているのかわかる便利なチャートだ」として紙を取り出しました。
紙にはEU＝ヨーロッパ連合やインドとならび日本が牛肉、乳製品、コメに課している関税が例として示されていて、レビット報道官は「日本がコメに課している関税は700％だ」と批判したうえで「トランプ大統領は相互主義を信じている。彼が求めているのは公正でバランスのとれた貿易慣行だ」と述べました。
アメリカ産のコメへの関税 実際にはどのくらい？
日本はアメリカ産のコメにどのくらいの関税をかけているのでしょうか。
日本はこれまでの国際交渉の結果、年間およそ77万トンを「ミニマムアクセス米」として政府が関税をかけずに義務的に輸入しています。
この枠組みで日本は2023年度、アメリカ、タイ、オーストラリア、中国などからコメを輸入していて、このうちアメリカからは最も多い34万トン余りを輸入しました。ミニマムアクセスの枠で輸入したコメは日本政府が管理し、多くは加工用や家畜のエサ、海外への食料援助などとして使われています。
一方、この枠外で輸入する場合には国産のコメの価格に影響を与えないよう、1キロあたり341円の高い関税をかけて、事実上、輸入を制限しています。
これについて農林水産省は、2001年以降のWTO＝世界貿易機関の貿易自由化の交渉で当時のコメの国際価格に基づいて税率に換算すれば778％になるとしていました。
貿易統計によりますと、高い関税がかかる民間でのコメの輸入は昨年度の実績でアメリカからは137トンにとどまっています。
アメリカはこの点を問題視していて、毎年公表している「外国貿易障壁報告」では去年、「日本はコメの輸入と流通の仕組みが厳しく、不透明なため、日本の消費者への十分なアクセスを阻んでいる」と指摘していました。
林官房長官 “アメリカ側と意思疎通図る”
林官房長官は午前の記者会見で「国家貿易で輸入する『ミニマムアクセス米』は関税を無税とし、それ以外の輸入には1キログラムあたり341円の関税が課されている。アメリカ政府関係者の発言の逐一にコメントすることは差し控えるが、いずれにせよアメリカ側と意思疎通を図っていきたい」と述べました。
