ウクライナ議長“鉱物資源協議めぐり米との協定締結へ本格化”
ウクライナの議会にあたる最高会議のステファンチュク議長は、NHKの取材に対し、アメリカのトランプ政権との鉱物資源や安全の保証に関する協議をめぐり、ウクライナ政府は、協定の締結に向けて週明けから作業を本格化させると明らかにしました。
ウクライナの最高会議の議長でゼレンスキー大統領とも近いステファンチュク氏が21日、首都キーウでNHKの取材に応じました。
この中で、ウクライナの鉱物資源の権益や安全の保証に関するアメリカのトランプ政権との協議について「ウクライナの地下資源を共同で開発することはゼレンスキー大統領の提案だった」と述べ、ゼレンスキー大統領が去年9月にアメリカ側に示した「勝利計画」の中に盛り込まれていたとしています。
そして、ゼレンスキー大統領とアメリカ トランプ政権のケロッグ特使との会談を受けて、ウクライナ政府は、アメリカとの協定の締結に向けて24日から専門のチームによる作業を本格化させると明らかにしました。
そのうえで「ウクライナは自国の鉱物資源についてパートナーとともに取り組む用意がある。しかし、ウクライナは具体的な安全の保証が欲しい」と述べ、鉱物資源の権益と安全の保証はセットであるべきだという考えを示しました。
ステファンチュク議長は、協定締結に向けて建設的な議論を重ねていくとしたうえで「ウクライナはできるだけ早く会談を実現させたい」と述べ、ゼレンスキー大統領とトランプ大統領による首脳会談の早期実現に期待を示しました。
一方、トランプ政権が実施する必要性に言及しているウクライナの大統領選挙について「ウクライナの法律には戒厳令の間は選挙を実施できないと明記されている。兵役についている人はどうやって参加するのか」と述べ、ロシアによる侵攻が続く中で、公正な選挙を行うのは不可能だと指摘しました。
そして侵攻の終結のあり方をめぐり「ロシアが撤退し、土地が戻ってくるだけではなく、ロシアを法の下に引きずり出し、戦争で苦しんだすべての人々に賠償金を支払わせることが必要だ。良識が勝ることを願う」と述べ、公正な平和を実現させる重要性を強調しました。
