EU、アップルとMetaに制裁金 デジタル市場法違反
欧州委員会は22日、デジタル市場法(DMA)に違反したとして、アップルとMetaに制裁金を課した。アップルは5億ユーロ(約800億円)、Metaは2億ユーロ(約320億円)を課しており、アップルとMetaは60日以内に運用を見直す必要がある。24年から開始されたDMAで初の制裁金命令となる。
アップルについては、「ユーザー誘導禁止義務」違反としており、開発者がApp Store外の代替配信チャンネルを十分に活用できないことなどを問題視している。
Metaは、個人データを結合する際のユーザー同意取得についての違反を指摘。DMAにおいては、同意しないユーザーに、より個人情報が少ないが同等の代替サービスへのアクセスを提供する必要がある。しかし、Metaが23年11月に導入した「Consent or Pay(同意または支払い)」広告モデルにおいて、FacebookとInstagramの個人データ結合によるパーソナライズド広告への同意か、広告なしサービスのための月額サブスク支払いのいずれかを選択する必要があった。欧州委員会では、このモデルがDMAに準拠していないと判断した。
なお、22日付で欧州委員会は「Facebook Marketplace」をDMAの対象から外している。これは、マーケットプレイスのビジネスユーザー数が10,000未満であったことを確認したため。
