重度知的障害者の入所施設 機能や役割を議論 国の検討会始まる
障害があってもそれぞれが望む地域で暮らせるようにとされる中、重度の知的障害のある人などが生活する、規模の大きな「入所施設」の機能や役割について、議論する有識者や当事者による国の検討会が始まりました。
障害者の住まいをめぐっては、数十人規模で共同生活する入所施設から、一般の住宅などを使った「グループホーム」などへの地域移行が進められ、施設に入所する人は5年間で6500人余り減少しました。
しかし、重度の知的障害がある人などは専門的な知識のある支援スタッフが必要なこともあり、地域のグループホームなどの受け皿はまだ十分確保されていないという指摘があがっています。
そうした中、地域移行が進む中での入所施設の役割や機能をどうしていくのかを議論する検討会の初会合が26日開かれ、委員からは、重度の障害のある人の地域での生活を支援するためには人材確保がもっと必要だとか、施設は専門的な支援が必要な時に一時的に利用できる場にするなど地域で生活する障害者を支える機能を持つことが求められる、などの意見が出されていました。
一方で施設への入所を希望する待機者もいる中で、国として待機者を把握する仕組みが必要だという指摘もありました。
検討会は、入所施設の将来像について年度内に報告書をまとめることにしています。
