年金制度改革関連法 参院本会議で可決・成立
パートなどで働く人の厚生年金の適用拡大や基礎年金の底上げ措置を盛り込んだ年金制度改革の関連法が、13日の参議院本会議で賛成多数で可決・成立しました。
年金制度改革の関連法では、働き方の多様化を踏まえ、パートなどで働く人が厚生年金に加入しやすくなるよう「年収106万円の壁」と呼ばれる賃金要件を、法律の公布から3年以内に撤廃するとしています。
そして、現在、従業員51人以上としている企業規模の要件も、2027年10月から段階的に緩和し、10年後になくすことなどが明記されています。
また、法律は、自民・公明両党と立憲民主党の3党の合意に基づき基礎年金の底上げ措置を付則に盛り込む修正が行われています。
具体的には、4年後の公的年金の財政検証で、将来的に基礎年金の給付水準の低下が見込まれる場合などに、厚生年金の積立金を活用して底上げ措置を講じ、その際、厚生年金の給付水準が一時的に下がることへの影響を緩和する対応もとるとしています。
そして、13日の参議院本会議で採決が行われた結果、賛成多数で可決・成立しました。
政府は関連法の施行に向けて、周知・広報を徹底し、年金制度への理解を求めていきたいとしています。
