　しかし、今後の政治日程を見ると、支持率下落にも直結しかねない、内外の難問が相次ぐ。 ■「改革のセンターピン」が争点に　内政では、自維連立政権が樹立した際、維新が「改革のセンターピン」と位置づけた衆院議員の定数削減については「全野党が反対する参院での可決・成立は極めて困難」(自民党の国対幹部)とされる。　維新は「参院で否決されれば、衆院での再可決が当然」(同党幹部)と主張するが、自民党内では「定数削減問題は再可決にはなじまない。そんなことをすれば、高市政権の致命傷になりかねない」(党長老)との声が支配的だ。

　こうした事情から、高市首相にとっては臨時国会の会期末(12月12日)直前が「当面の政局の最大の分岐点」(政治ジャーナリスト)となりそう。政界関係者の間では「それまで高市内閣が現在の高支持率を維持できるかどうかが、分岐点突破のカギ」(自民党幹部)との見方が広がる。　高市政権の1年目を振り返ると、公約実現に向けて突進し続ける高市首相の政権運営が「過去にあまり例のない高支持率維持の主要因」(世論調査アナリスト)だったことは間違いない。加えて、「憲政史上初の女性宰相への期待の大きさが後押ししたことで、高市一強の持続に結びついた」(官邸筋)とみられている。

　ただ、高市首相が政権発足後初めて挑んだ9月中旬の党役員・内閣改造人事が、簗和生農林水産相の“更迭劇”によって、与野党双方から任命責任を問われる事態となったのは「まったくの想定外」(同)だったとみられる。　そもそも、内閣改造前から簗氏の問題発言が地元では有名だったことは周知の事実。それだけに、「私の知恵袋」である簗氏の入閣については、事前のいわゆる“身体検査”が機能せず、官邸全体が高市首相の意向に忖度(そんたく)したことがほころびの原因とされる。

　しかも、いわゆる「文春砲」の餌食になった簗氏の更迭に時間がかかったことで、「すべて自分が決めるという高市首相の危機管理の危うさ」(自民党幹部)も露呈。このため、「今後は高市一強の是非が厳しく問われる状況が続く」(自民党長老)ことは避けられそうもない。 ■今国会の最大争点にくすぶる火種　そうした中、高市政権にとって今臨時国会の最重要課題となる「消費税減税・支援金法案」は20日の衆院本会議で審議入りし、21日から衆院財務金融委員会で本格審議がスタートした。同法案の実現に向けた最大の問題は「中低所得者向けの支援金制度を含めて、2年間で約10兆円の財源が必要になる」という点だ。

　これまでのところ政府は具体的な財源を示さず、高市首相も「心配には及ばない」と繰り返すだけなのは、「厳しい財政運営の裏返し」(財務省幹部)でもある。21日の財務金融委でも、自民党議員が担当閣僚の片山さつき財務相に財源確保の手法を問い詰めたが、片山氏は高市首相のこれまでの説明を繰り返すだけで、踏み込んだ財源論には至らなかった。　そもそも、年金や医療といった社会保障の安定財源である消費税を減税するにもかかわらず、高市首相が具体的な財源を示せないのは、「消費税減税以外にも巨額の財源を必要とする政策が目白押し」(同)だからだ。仮に今国会ですんなり関連法が成立しても、「財源論議は年末以降に先送りとなる」(同)ことは避けられそうもない。

　高市首相の高支持率の一因とされてきた首脳外交も「前途に暗雲が広がっている」(外交専門家)。最大の分岐点は半月後に迫っているアメリカ中間選挙だ。ドナルド・トランプ大統領の支持率が史上最低となる中、多くの専門家の間では「上下両院で共和党敗北」説が勢いを増している。　こうした状況を踏まえて、多くの日米関係専門家は「共和党敗北ならトランプ失権で、日米関係も最大の危機を迎える」と口をそろえる。というのも、「高市首相はトランプ大統領との親密な関係を日米同盟強化につなげてきた」(外務省幹部)だけに、「(トランプ失権で)日本がG7で孤立し、アジアのリーダーとしての権威も失墜する」(外交評論家)ことが想定されるからだ。

　危機をさらに拡大させかねないのが日中関係だ。中国の習近平国家主席は「高市政権が続く限り、対日攻撃をやめない」(日中関係専門家)とみられている。これに対して、高市首相は表向きには「対話の窓口は開いている」と繰り返すが、「実際は、中国と対立することで、嫌中感情が強い保守層の高市支持を固めている」(外務省幹部)とされる。　もともと高市首相は就任時に「世界の真ん中で咲き誇る日本外交」を掲げていた。「その中核が日米関係と日中関係」(同)であることは論を待たない。

　政府内では「高市内閣が『強い政権』なら、中国は対話を求めてくるはず」(官邸筋)と見通していたが、現状では「高市政権そのものが日中対立の原因」(外交専門家)とされる。11月18〜19日に中国・深圳で開催されるAPEC(アジア太平洋経済協力)首脳会議での日中首脳会談についても、「中国側が応じない可能性が強まっている」(外務省幹部)との見方が広がる。 ■12月10日前後が「政権維持の正念場」に　こうしてみると、高市首相が年末までに外交でも内政でも重大な危機を迎えることは避けられそうもない。多くの政界関係者がその分岐点とみているのが「臨時国会の会期末直前である12月10日前後」(自民党幹部)だ。

　要するに、「高市首相は、あと2カ月足らずで政権維持の正念場を迎える」というわけだ。はたして高市首相は政権発足以来、最大の危機を乗り切れるか。
