備蓄米の入札 3月10日から実施 初回は15万トン 農林水産省

農林水産省は、コメの流通を円滑にするために初めて行う備蓄米の入札について、3月10日から実施すると発表しました。

初回は15万トンを対象に行われ、3月下旬以降、スーパーの店頭などに並ぶ見通しとなっています。

コメの価格高騰が続く中、農林水産省は、コメの流通を円滑にするため備蓄米21万トンを、2回の入札を通じて市場に放出することにしています。

農林水産省の3日の発表によりますと、初回の入札は3月10日から12日まで行われ、去年収穫されたコメが10万トン、おととし収穫されたコメが5万トン入札にかけられます。

「青森県産まっしぐら」や「宮城県産ひとめぼれ」「新潟県産コシヒカリ」といった銘柄が対象で、それぞれの銘柄や収穫された年、保管場所などごとに、最も高い価格を提示した業者から順番に落札する仕組みとなっています。

入札に参加できるのは一定の条件を満たしたコメの集荷業者で、これまでに全国組織の「JA全農」などが参加を表明しています。

落札された備蓄米は各地の保管倉庫で集荷業者に引き渡され、3月下旬以降、スーパーの店頭などに並ぶ見通しとなっています。

【2024年産】
41品種のうち、
▽最も多いのは青森県産の「まっしぐら」で2万トン余り
▽次いで新潟県産の「こしいぶき」が1万3000トン余り
▽3番目は宮城県産や福島県産などの「ひとめぼれ」で1万3000トン余り
▽4番目は山形県産の「はえぬき」で8600トン余り
▽5番目は富山県産や新潟県産などの「コシヒカリ」で6200トン余りとなりました。
去年産で入札の対象になる10トンのうち、数量の上位5品種で全体の6割を占めています。

2023年産で販売されるのは6品種で、

▽6番目は北海道産の「ななつぼし」で3000トン余りとなっています。 石破首相「今回の対応が恒常的に行われるとは考えていない」 石破総理大臣は、衆議院予算委員会で、今後の備蓄米の放出について「今月放出し、実際に何が起こるのかなどをよく見ながら検討していきたいが、今回の対応が恒常的に行われるとは、現在考えていない」と述べました。 江藤農相 “効果なければ追加放出あるが 慎重に運用行いたい” 江藤農林水産大臣は、衆議院予算委員会で、今後備蓄米を追加で放出する可能性を問われたのに対し「変化には対応していかなければならない。効果がなければ、追加するということは当然あるが、慎重に運用を行っていきたい」と述べました。

また、原則1年以内に同じ量を政府が買い戻すことを条件としていることについて「常識的に考えて、高い値段で買い戻してしまえば、逆に価格上昇の圧力になる。1年たっても買い戻ししないということもありえる」と述べました。 林官房長官 “生産者や小規模業者も在庫状況調査” 林官房長官は午後の記者会見で「生産量が前の年より多いにもかかわらず、集荷の大部分を担う大規模な業者にコメが集まらず、供給に滞りが生じていると考えている。在庫状況の調査も従来実施している大規模な集荷業者や卸売業者に加え、生産者や小規模な業者も行うことにしている」と述べました。 広島 農家からは価格が落ち着くことを期待する声も 広島県の農家からは、消費者のコメ離れを防ぐためにも市場への放出によって価格が落ち着くことを期待する声が聞かれました。

広島県安芸高田市のおよそ50ヘクタールの水田で、主食用のコシヒカリや酒米を育てている本多正樹さん（47）は、備蓄米の市場への放出について、「今のままではお米の買い控えが起こってしまうので、今より安価に消費者の皆さんに届くようになればいい」と述べ、価格が落ちつくことへの期待感を示しました。

一方で、本多さんは、仮に備蓄米を放出したあともコメが足りない状況が続けば、海外からコメが輸入され、価格が大幅に下落する可能性があるのではないかと懸念していて、「生産コストの安い海外産が入ってきて、消費者に日本のコメでなくてもかまわないと思われてしまうと私たちがコメを生産できなくなるおそれがある。国には、生産量と消費量、供給と需要のバランスをうまくとってもらい価格の安定につなげてもらいたい」と話していました。

そのうえで本多さんは「農家自身も農業がビジネスとして成り立つように進んでいくべきだし、そのための国の支援もいただきたい」と話し、農家が減り、新規参入もしづらい環境が続く中、農家の自立的な経営に向けて国や行政と協力しながら対策を取っていく必要性を訴えていました。
