トランプ政権 特定製造業での過剰生産能力を調査へ 日本も対象

アメリカのトランプ政権は11日、通商法301条に基づいて貿易相手国の特定の製造業での過剰生産能力について調査を始めると明らかにしました。

対象には中国やEU＝ヨーロッパ連合などと並んで日本も含まれていて、調査や協議の結果しだいで新たな関税措置を課す意向とみられます。

通商法301条はトランプ政権の1期目に中国の幅広い製品に対して追加関税を課したときなどに根拠となったもので、相手国に不公正な貿易慣行があるかどうか調査を行って、制裁措置を講じる権限をUSTR＝アメリカ通商代表部に与えています。

トランプ政権による関税措置をめぐっては、連邦最高裁判所が先月、IEEPA＝国際緊急経済権限法を根拠にした「相互関税」などについては無効だと認め、政権側は現在、別の法律を根拠に日本を含む幅広い国を対象に10％の新たな関税を課しています。
