KDDIら、スターリンクで海上からの救難要請を実現するサービス
インフカム、日本海洋レジャー安全・振興協会、KDDIは3月10日、衛星緊急発報SOS実証の実施に合意した。インフカムが開発する「マリンコンパス」アプリにおいて、日本海洋レジャー安全・振興協会が提供する救助システム「BAN(Boat Assistance Network)」と、au Starlink Directによる衛星通信を連携させて実証を行なう。
3者は、4月に衛星緊急発報SOSの実証実験を行ない、海のアクティビティが活発になる5月頃にマリンコンパスアプリの衛星通信対応を開始する。通常の位置情報共有サービスに加え、衛星緊急発報SOSの機能実装を目指す。
「マリンコンパス」は、家族や友人などの船舶と出港・帰港・自船位置などを共有できるアプリ。これまで海上では、4G/5Gの電波が届くエリアで共有機能が使用できたが、衛星通信対応後は、圏外であった接続水域(海岸線から24海里:約44km)でも位置情報の共有が可能になる。
BANは、24時間365日の体制で海上での航行不能のボートやヨットを安全な係留地に曳航または伴走する会員制の救助サービス。実証では、海難時に外部へ緊急通報を行なう仕組みを検証する。海上の通信圏外(BANサービスエリア外)にいる発報者(被救助艇)が、au Starlink Directによるデータ通信によってアプリ上で通報を行なう。通報を認知したBANのROC(Rescue Operation Center)が海上保安庁へ「認知海難」として通報することで、海難事故における被害の軽減に貢献する。
実証実験の背景として、2024年の船舶事故は1,817件発生しているが、その76%が小型船舶の事故。小型船舶は通信手段が不足している場合があり、スマートフォンの衛星通信を活用すれば緊急連絡が可能になる。事故の95%以上は海岸から24海里(約44km)以内で発生しており、この範囲をカバーする衛星通信サービス(au Starlink Direct)によって被害軽減が期待できるという。
