大川原化工機 えん罪事件 警察庁長官“国民の信頼損ね 遺憾”
横浜市の「大川原化工機」をめぐるえん罪事件で、警視庁公安部と検察の捜査の違法性を認めた東京高等裁判所の判決が確定したことについて、警察庁の楠芳伸 長官は「当事者に多大なるご心労、ご負担をおかけし、警察に対する国民の信頼を損ねたことは極めて遺憾だ」と述べ、緻密かつ適正な捜査を徹底していく考えを示しました。
軍事転用が可能な機械を不正に輸出した疑いで逮捕、起訴され、後に無実が判明した横浜市の化学機械メーカー「大川原化工機」の社長などが、都と国を訴えた裁判で、2審の東京高等裁判所は5月、1審に続いて、警視庁公安部と東京地検の捜査の違法性を認め、都と国に合わせて1億6600万円余りの賠償を命じました。
都側の警視庁と国側の東京地検は11日、最高裁判所に上告しないことを決め、判決が確定しました。
これについて、警察庁の楠長官は12日の定例の会見で「原告をはじめ当事者に多大なるご心労、ご負担をおかけし、警察に対する国民の信頼を損ねたことは極めて遺憾で、警察庁としても重く受け止めている」と述べました。
また、「警察の活動は国民の信頼の上に成り立っていて、公安部門の捜査において二度とこのようなことがないようにする必要がある」として、全国の警察に対し、職員に改めて適切な捜査活動の必要性を認識させるとともに、
幹部が十分な捜査指揮を行うよう指示したことを明らかにしました。
そのうえで、警視庁の検証結果を踏まえ、警察庁としても捜査上の留意点や再発防止策を取りまとめ、緻密かつ適正な捜査について都道府県警察に対する指導を強化していく考えを示しました。
