維新 「副首都」実現へ 今月中に法案の骨格取りまとめる方針
日本維新の会は、首都の中枢機能を代替できる「副首都」の実現に向けて、指定のあり方や国から税源を移譲する特例措置などを盛り込んだ法案のたたき台を党の会合で示しました。今後、議論を重ね、今月中に法案の骨格を取りまとめる方針です。
日本維新の会は先の参議院選挙で公約に掲げた「副首都」の実現に向けて、18日、国会内で会合を開き、党の作業チームがまとめた法案のたたき台が示されました。
この中では「副首都」の指定対象は道府県単位とし、二重行政が解消されていることなどを要件に道府県からの申し出に基づき、総理大臣が指定するとしています。
そして「副首都」に指定された区域では国から税源を移譲するなどの特例措置を講じるとしています。
会合の出席者からは
▽国家の戦略として必要な制度だと明示すべきだとか
▽道州制も念頭に、より広域での指定を可能とすることも検討すべきだといった意見が出されました。
吉村代表は記者会見で「『副首都』は国家の本質に関わる改革だ。自民党総裁選挙の候補者にもわれわれの方向性に賛成なのか反対なのか問いたい」と述べました。
維新の会は今後、地方議員も含めた党内の意見を踏まえ、今月中に法案の骨格を取りまとめる方針です。
