　人口減少率が最も高かったのは石川県珠洲市だ。20年の1万2929人から25年には8459人となり、5年間で4470人減少した。減少率は34.6％だった。　2位は同県の輪島市で、減少率は28.3％。人口は2万4608人から1万7649人へ6959人減少し、2万人を下回った。3位の能登町は2968人減少で減少率は18.9％となった。上位3自治体はいずれも、24年1月1日の能登半島地震で大きな被害を受けた地域だ。

　4位は高知県室戸市の18.0％減、5位は山梨県身延町の16.4％減だった。室戸市は1万1742人から9634人、身延町は1万663人から8910人となり、いずれも人口が1万人を下回った。　減少数のランキングでは大都市が上位に入ったが、減少率の上位10自治体は、2020年時点の人口がいずれも3万人未満だった。人口規模の小さい自治体では数千人の減少でも、人口全体に占める割合は大きくなる。　このランキングが示すのは、出生・死亡や転入・転出などによる総人口の変化であり、減少数がそのまま「街から出ていった人数」ではない点に注意が必要だ。
