EU＝ヨーロッパ連合のフォンデアライエン委員長は施政方針演説を行い、15歳未満の子どもに対してSNSの利用を制限する法案を近く加盟国に提案する考えを明らかにしました。

EUの執行機関、ヨーロッパ委員会のフォンデアライエン委員長は16日、ヨーロッパ議会で施政方針を示す一般教書演説を行いました。

このなかで子どものSNSの利用について「親たちは日々、睡眠不足や不安、自傷行為といった犠牲を目の当たりにしている。死に至るような悲劇も増えている」と述べ、年齢に応じて利用を制限する必要性を訴えました。

そのうえで、13歳未満の子どものSNS利用を禁止し、13歳から15歳未満の子どもは保護者が監督するアカウントのみ開設が認められるという方針を示しました。

また15歳から18歳についてもSNSの運営会社に安全対策を義務づけるとし、17日に法案を加盟国に提案する考えを明らかにしました。

演説では、無人機の侵入事案などの脅威に一体となって対応するためイギリスやウクライナなどの加盟国以外も含めた安全保障に関する理事会の設置や、カナダについては加盟国に準じる関係を構築し、防衛産業や重要鉱物などを通じた協力を強化していく考えも示しました。
