自民調査会 ストーカー対策で提言案 加害者にGPS機器装着も
ストーカー被害の拡大を防ぐため、自民党の調査会は、ストーカー規制法に基づく「禁止命令」が出された加害者にGPS機器を装着させ、被害者に近づいた際に通知する仕組みを調査・研究することなどを盛り込んだ緊急提言の案をまとめました。
ことし3月、東京 池袋の商業施設に入るキャラクターショップで店員の女性が刃物で刺されて死亡した事件などを受け、自民党の調査会は、ストーカー被害の拡大を防ぐための緊急提言の案をまとめました。
この中では、ストーカー規制法に基づく「禁止命令」が出されても、被害者への強い執着心を持つ加害者が、再び被害者に接近し重大な結果につながるおそれがあるとして、接近を技術的に把握する必要があると指摘しています。
そのうえで、諸外国の取り組みを参考にしつつ、加害者にGPS機器を装着させる制度を導入すべきだとし、加害者が接近した際、被害者に通知する仕組みについて技術面も含めた調査・研究を進めるよう求めています。
また、加害者に対しては、医療機関での治療やカウンセリングなどを義務づける制度を導入し、受け皿となる医療機関の確保なども、あわせて行うとしています。
