安全保障上、重要な土地などの規制をめぐり、政府の有識者会議が提言をまとめ、国の事前審査でリスクがあると判断された場合については、土地取得を認めないなど「許可制」を導入することを求めています。

安全保障上、重要な土地の利用などを規制した法律をめぐり、政府は、国籍を問わずリスクのある個人や団体に取得されないようにするしくみを設けられないか、法改正の検討を進めています。

こうした中、政府の有識者会議が提言をまとめ、2日に小野田経済安全保障担当大臣に提出しました。

それによりますと、重要とされる区域のうち、ドローンによる攻撃などにぜい弱な施設の周辺、おおむね1キロメートルの範囲や、無人の国境離島を取得規制の対象とし、国の事前審査でリスクがあると判断された場合は、土地取得を認めないなど「許可制」を導入すべきだとしています。

また、内閣府の職員による立ち入り調査の制度を導入することや、無許可で土地などを取得した場合、罰則の対象とすることも求めています。

この重要土地などの規制をめぐっては、1日、自民党からも提言が出されていて、政府は、臨時国会での必要な法改正に向けて作業を急ぐ方針です。
