札幌駅高架下、旧パセオの新商業施設は今秋着工・28年冬開業
JR北海道は、高架下施設開発(旧パセオ)について、新商業施設として28年冬頃の開業を目指し、25年秋頃からリニューアル工事に着手する。パセオは、北海道新幹線(新函館北斗～札幌間)の札幌駅部工事に伴う高架下施設支障のため、22年9月に営業終了した。

JR北海道は、旧パセオ、エキナカ商業施設、旧サツエキBridgeといった札幌駅周辺商業施設や、札幌駅周辺再開発事業について、北海道新幹線札幌開業時期に関わらず、できる限り早期の開業に向けて検討を進めている。今回はそのうち、札幌駅高架下新商業施設(旧パセオ)の開発について公表した。
駅直結の商業施設としてJRタワーがあるが、新商業施設ではJRタワーに不足する「食」(食物販・飲食)の強化で、施設への誘因を図る。また、駅立地を活かしたゾーニングと新業態の導入、集積ゾーンの導入により差別化を図る。
ターゲットは駅の通勤・通学利用者や近隣居住者、オフィスワーカーなどの日常使いがメインとなるが、国内観光客、インバウンドも含めた幅広い層に利用される施設を目指す。
施設デザインは、のびやかな札幌の大地、北の大地の息吹をイメージした、歩いて楽しく、心地良いデザインを目指す。
売場面積は約16,500m2、店舗数は約200店で、ともに旧パセオと同等。商業施設名は未定。事業主体は札幌駅総合開発で、所在地は札幌市北区北6条西2～4丁目。
なお、JR北海道は商業施設「エスタ」跡地等での札幌駅前再開発も計画しているが、工事費高騰の影響から当初の2街区一体開発の計画を見直し、建物を分割して街区ごとに2030年度および2034年度竣工予定で進める。
