トランプ政権 10％関税措置の違法判断を不服として控訴

アメリカのトランプ政権がことし2月、幅広い国や地域を対象に発動した10％の新たな関税措置について国際貿易裁判所が違法だとする判断を示したことを受けて、トランプ政権はこれを不服として8日、連邦控訴裁判所に控訴しました。

この関税は、連邦最高裁判所によって無効と判断された「相互関税」などの代替策としてトランプ政権がことし2月、幅広い国や地域を対象に発動した10％の新たな措置です。

アメリカの国際貿易裁判所は7日、この関税措置は法律で認められているものではないとして、違法だという判断を示しました。

関税措置の根拠となっている通商法122条では、大統領が150日を超えない期間で関税を課すことができると定められていて、7月下旬には期限を迎えます。

この期限を前にトランプ政権は、新たに通商法301条を根拠にして過剰な生産能力など不公正な貿易慣行がないか日本や中国、EU＝ヨーロッパ連合などを対象にした調査を進めています。
