最低賃金 目安大幅に上回る引き上げや適用開始遅れ相次ぎ 厚生労働省審議会 適切な運用のあり方を議論開始
今年度の最低賃金の改定をめぐり、国の審議会が示した目安を大幅に上回る引き上げが各地で行われ、例年10月ごろの適用開始が遅れたところが相次いだことから、厚生労働省の審議会が適切な運用のあり方について議論を始めました。
最低賃金は、企業が労働者に最低限支払わなければならない賃金で、厚生労働省の審議会が引き上げの目安を時給で示し、それを参考に全国の労働局の審議会で議論して、毎年、新しい最低賃金が決められます。
厚生労働省の審議会は来年度に向けた会議を開き、まず今年度の改定について担当者が、目安を大幅に上回る高い引き上げが各地で行われ、その背景に近隣の県などとの過度な競争意識や最下位争いがあったのではないかと指摘が出たことや、例年は10月ごろ適用を開始する新しい最低賃金の「発効日」が遅れるところが相次ぎ、中には年を越した県があったことを報告しました。
出席した委員からは、目安を上回る大幅な引き上げについて、各地の審議会でそのような判断をした根拠を説明する必要があるといった意見や、「発効日」のばらつきにより、隣の県と時給の差が大きくなった影響などを見ていく必要があるといった意見が出されました。
厚生労働省の審議会は今後、最低賃金制度の適切な運用のあり方について検討し、来年度の改定の議論に生かしていくことにしています。
