JR東日本と千葉市は、JR東日本千葉支社等跡地における「(仮称)新・千葉市民会館」の整備とJR東日本による開発計画の推進に関する基本協定を8月28日に締結した。両者は2022年に締結した同エリアにおける一体整備に関する基本協定を見直し、市民会館とJR東日本の開発敷地を分割して、それぞれ単独の建物として整備する方針で合意。新たな基本協定を締結した。計画では、敷地を3分割し、敷地Aに千葉市が市民会館、敷地BにJR東日本が商業・業務、敷地CにJR東日本が商業・住宅の建物を整備する方向で検討する。土地利用については、「千葉駅周辺の活性化グランドデザイン」で示した将来像の実現に向け、地区計画(再開発等促進区)などを活用し、容積率の緩和などによる土地の高度利用化を検討する。開業時期は、32年度の新市民会館の供用開始を皮切りに、順次まちびらきを目指す。千葉駅周辺の活性化グランドデザインは、概ね20年先の将来像を示すものであり、近年のマンション開発や先行事業による都市機能の変化を踏まえ、26年6月に一部改定された。同グランドデザインでは、JR東日本千葉支社等跡地周辺について、市民会館や複合機能の導入により駅周辺の集客機能を拡充し、回遊性や滞在性の向上を図る方針が示されている。
