物価高 高齢者施設で食費が増加 経営を圧迫 事業者団体調べ
入所者に食事を提供している全国の高齢者施設などでつくる団体は、物価高の影響で1か月の食費がおととしに比べ34万円以上増えているという調査結果を公表しました。団体は施設の経営を圧迫しているとして国に支援の拡充を求めていくことにしています。
全国の高齢者施設や在宅介護の事業者などで作る10の団体は、所属する会員を対象に賃上げや物価高騰などに関する調査を行い、1万1200余りの事業所からの回答結果を8日公表しました。
それによりますと施設でのことし1月の食材費や外部の業者への委託費を合わせた食費の支出は平均367万8000円で、おととしの同じ時期に比べて34万2000円増えました。
このうち食材費は126万3000円で、おととしに比べ16万9000円増えました。
国は入所者1人当たりの1日の食費を1445円と設定して低所得者を対象に少額の負担で肩代わりし、施設には物価高を受けた緊急の支援も行っています。
ただ調査を行った団体は支援は十分ではないうえ、食費の肩代わりを受ける入所者には制度上、負担を求めることができないため、食費の増加が施設の経営を圧迫しているとしています。
このため職員の賃上げが十分にできず、人材が流出しているなどとして国に支援の拡充を求めていくことにしています。
調査をとりまとめた全国老人保健施設協会の東憲太郎会長は「毎日3食を提供している特別養護老人ホームは特に食費の高騰が経営に深刻な影響を与えている。国には早急な対策をお願いしたい」と話しています。
食費高騰で京都の特養は4年前から赤字に
高齢者施設の食事は自前の調理施設で作るか外部の業者に委託して配送してもらうなどして提供されています。
およそ100人が入所している京都市の特別養護老人ホームは業者を通じて食材を仕入れ、自前の調理施設で毎日3食提供しています。
去年1年間の食費は5500万円余りで、この3年間で350万円余り増え、光熱費が増えたこともあって施設の経営は4年前から赤字が続いています。
ことしに入ってさらに厳しくなり、ことし3月の食材の仕入れ値は去年の3月に比べて米は1.5倍に、キャベツは2.3倍になっていると言います。
こうした状況をなんとかしようと施設では、去年の秋から米をブレンド米に変え、肉料理を減らし、卵や豆の料理を増やしました。
ただ、こうした努力を重ねても、今のところ赤字が解消される見込みはないといいます。
特別養護老人ホームの石田雅之施設長は「このような急激な物価上昇は過去に経験がなく、自助努力が限界にきていて、このままでは存続の危機になり得る」と話しています。
山形 調理を外部委託する施設も委託費が高騰
山形県天童市の特別養護老人ホームは入所する高齢者29人の1日3食の食事の調理を「セントラルキッチン」と呼ばれる外部の業者の調理施設に委託し、自前の調理場で温めるなどして提供しています。
大量の食材を仕入れて調理するセントラルキッチンを利用することで自前での調理と比べて食費をおよそ1割抑えていて、調理スタッフ3人の派遣も委託しています。
しかし物価高の影響でセントラルキッチンに支払う調理スタッフの委託費がおととしと比べて月およそ35万円、コメの調達費が去年と比べて月7万円余りそれぞれ増加し、食費がこの2年でおよそ720万円増加しました。
こうした中、食費以外の経費を削減しようと、1度に大量の食事を温めることができる専用の機械を導入して調理スタッフの委託費を抑えようとしているほか、施設の消費電力を常時確認できるシステムで節電に取り組み、電気料金を1割余り減らしました。
今のところ、施設全体として赤字にはなっていませんが、食費の増加がこのまま続いた場合経営が難しくなるといいます。
特別養護老人ホームの伊藤順哉施設長は「食費だけでなく人件費や光熱費も高騰していて施設の維持は限界だ。いまできる対策を積み上げるしかない」と話していました。
専門家 “改定が物価高騰に追いついていない”
介護問題に詳しい淑徳大学の結城康博教授は国が低所得者を対象に食費を肩代わりする制度は基準額の改定が3年に1度となっていることについて「物価が急激に上昇する現在の経済状況に制度が追いついていない。年に1度改定していくなど、新たな仕組みを取り入れていかないと介護現場は苦しくなるばかりだ」と指摘しました。
