東京海上日動、クマ出没に「緊急銃猟」保険 流れ弾による物損をカバー
東京海上日動火災保険は、自治体向けに「緊急銃猟時補償費用保険」の提供を開始する。クマなどの危険鳥獣に対する「緊急銃猟」に伴う損失補償費用をカバーする保険。保険開始時期は9月1日以降を予定する。
2025年4月に「鳥獣保護管理法」の改正により新設された「緊急銃猟制度」に対応したもので、ヒグマ・ツキノワグマ・イノシシの出没による人的被害の深刻化を受けて整備された。緊急銃猟は、住宅地などの日常生活圏に侵入した危険鳥獣に対し、自治体の判断で対処できる制度。住民の安全確保を前提に、自治体が主体となり銃猟を指示・実行できる。
緊急銃猟は、自治体職員以外のハンターなどに委託が可能だが、責任は自治体が負うこととされている。「緊急銃猟時補償費用保険」では、銃猟の実施に伴い発生する第三者の財物損害などに対して、自治体が行なう損失補償に要する費用を最大3,000万円まで補償する。環境省が策定したガイドラインに基づき、跳弾や弾丸の貫通による建物損壊といった損失が対象。
保険料は、前年度の危険鳥獣の出没件数に応じて自治体ごとに算出される。人身事故については国家賠償法により対応されるケースが想定されているため、本保険の対象外となる。
2023年度は全国で198件の危険鳥獣による人身被害は219人が負傷、6人が死亡するなど過去最多を記録した。
