自民党 「防災庁」設置へ提言案 “事前防災で役割発揮を”
「防災庁」の設置に向けて自民党の強化本部は、地震や大規模火災など多様な自然災害への対策や、南海トラフ巨大地震に備えた重点施策の策定など、「事前防災」で役割を発揮するよう求める提言案をまとめました。
「防災庁」の設置に向けて、自民党は党内に設けた「防災体制抜本的強化本部」で、役割や組織のあり方などについて検討を進めていて、幹部が提言案をまとめました。
提言案では、「防災庁」が果たすべき役割として、地震や津波、大規模火災など多様な自然災害への対策や、先月被害想定が見直された南海トラフ巨大地震に備えた重点施策の策定など、「事前防災」で役割を発揮するよう求めています。
このほか、災害時には、被害の全体像を把握して司令塔機能を果たすとともに、避難生活の環境改善などに取り組むべきだとしています。
さらに「防災庁」に、対策の企画立案、避難所や物資など事前の準備、人材育成と官民連携の3つの部門を設け、それぞれ局長級の幹部を置くほか地方拠点の検討も求めています。
自民党は、25日の強化本部の会合でこの提言案について議論し、その後、政府に申し入れることにしています。
