政府 新制度「JESTA」導入へ出入国管理法などの改正案閣議決定
政府は外国人の出入国管理を円滑かつ厳格に行うため、日本への渡航前に一部の人の入国審査を実施するJESTAと呼ばれる新たな制度の導入を柱とした出入国管理法などの改正案を10日の閣議で決定しました。
改正案では、新たにJESTA＝「電子渡航認証制度」を2029年3月末までに導入するとしています。
この制度は、観光などの短期滞在のビザ取得を免除している70余りの国や地域からの入国者やクルーズ船の乗客、それに、船舶などの乗り継ぎで一時的に入国する人の一部について、日本への渡航前に入国審査を実施するものです。
審査手続きを円滑に行うとともに、より厳格化することで不法滞在目的の外国人の入国を防ぐねらいがあります。
また、改正案では在留許可に関する手数料を他国の例も踏まえ新年度中に引き上げるとしています。
具体的には現在、窓口では6000円、オンラインでは5500円の在留資格の更新や変更の許可の手数料は10万円を超えない範囲で、また1万円の永住許可の手数料は30万円を超えない範囲で、それぞれ政令で金額を定めるとしています。
