16日の大規模通信障害 NTT西日本 “工事の設定誤りが原因”
16日、大阪や京都などで大規模な通信障害が発生したことについてNTT西日本は18日大阪市内で会見を開き、セキュリティーサーバーに関連する工事の設定に誤りがあったことが原因だと明らかにしました。
この通信障害は、今月16日の午後3時45分ごろ、NTT西日本の大阪府と京都府の全域、それに兵庫県の一部のエリアで発生したもので、およそ50分間、固定電話と携帯電話の通信や固定電話どうしの通信などができなくなりました。
契約の数で227万に上る電話がつながらなくなり119番通報や110番通報にも影響が出ました。
これを受けてNTT西日本は18日、会見を開き奥田慎治執行役員が「1時間弱にわたり電話サービスをお使いの全国のお客様に多大なご不便とご迷惑をおかけしたことを深くおわび申し上げます」と述べ、陳謝しました。
その上で、通信障害の原因については、回線のセキュリティーサーバーに関連する工事の設定に誤りがあり、電話を接続する別のサーバーへの通信ができなくなったと明らかにしました。
また、今回の通信障害の影響で、兵庫県伊丹市では50代の男性が病院に搬送された際の119番通報が遅れたとみられ、通報の遅れとの因果関係は分かっていませんが、男性は搬送後死亡しました。
これについては「現時点では詳細についてはまだ承知していない状況です。お亡くなりになった方へのご冥福をお祈りするとともに、ご遺族にはお悔やみを申し上げます」と述べた上で「緊急通報がつながらなかったことに対しては非常に重く受け止めている。日々の生活を支える通信事業者として、高い信頼性を実現できる方式なども導入して取り組んでいきたい」と述べました。
会社では、再発防止に向けて工事を行う際の作業の進捗（しんちょく）やチェックを徹底し、設定が誤った場合でも電話の接続を制御する別のサーバーに影響が出ないよう、対策を取るなどの取り組みを進めていくとしています。
