自民 来年度税制改正に向け検討開始「年収103万円の壁」も議論
自民党は来年度の税制改正に向けた検討をスタートさせました。いわゆる「年収103万円の壁」の見直しなど、国民民主党が求める項目も議論を進め、両党が折り合える内容の税制改正大綱を年内にまとめたい考えです。
自民党は6日、税制調査会の幹部会合を開き、来年度の税制改正に向けた検討をスタートさせました。
この中では国民民主党が求めるいわゆる「年収103万円の壁」を見直し、所得税の基礎控除などを178万円に引きあげる案やガソリン税の上乗せ部分の課税を停止する「トリガー条項」の凍結解除なども議論を進めていくことを確認しました。
宮沢税制調査会長は「自民・公明両党の2党だけでは税制関連の法案が通らない状況の中で、国会で可決できる案をつくることは大変な作業になる」と述べました。
自民党としては衆議院で与党が過半数を割り込む中、来年度予算案の編成も見据え、国民民主党と折り合える内容の税制改正大綱を年内にまとめたい考えです。
ただ自民党内には「国民民主党の要求をすべて受け入れれば大幅な税収減になる」などとの慎重意見もあることから、接点を見いだすための具体策が課題となります。
一方、国会では特別国会の召集が来週11日に迫る中、会期をどうするかで、与野党がまだ合意に至っていません。
また衆議院に17ある常任委員長の人事をめぐり、野党側が衆議院選挙の結果を踏まえ、国会運営の要となる議院運営委員長や予算委員長を含めたより多くのポストを割りふるよう求めているのに対し、与党側は難色を示し、調整が続いています。
