データ通信用SIM 契約時本人確認義務づけへ 法改正案 閣議決定
SNSを使った投資詐欺などにデータ通信用のSIMカードが悪用される事例が相次いでいることから、政府は、携帯電話会社などに対し契約の際の本人確認を義務づける携帯電話不正利用防止法の改正案を24日の閣議で決定しました。
SNSでのやりとりをきっかけに現金をだまし取る「SNS型投資詐欺」や「ロマンス詐欺」の被害は年々増加していて、警察庁のまとめによりますと、去年1年間の被害額は1800億円余りに上っています。
こうした詐欺では、タブレット端末やスマートフォンなどで使われるデータ通信用のSIMカードが悪用されていることから、政府はきょうの閣議で、対策を強化するため携帯電話不正利用防止法の改正案を決定しました。
これまで音声通話に対応したSIMカードの契約には、携帯電話会社などによる契約者の本人確認が義務づけられていましたが、改正案ではデータ通信用の契約の際も本人確認が必要になります。
さらに、通常は想定されない多くの回線を個人が契約しようとする場合、携帯電話会社が提供を拒否することもできるようになります。
閣議のあと林総務大臣は、「現行法の規制対象ではない携帯データ通信が不正に用いられていて、対策の強化が急務だ」と述べ、この改正案を今の国会に提出し、成立を目指す方針を示しました。
