　新エネルギー車は、国際的な貿易摩擦の焦点となっている。中国の自動車業界団体である中国汽車工業協会(CAAM)のデータによると、2026年1〜9月の中国の自動車輸出台数は820万5000台に達し、そのうち新エネルギー車が占める割合は48.8％に上った。9月単月では、ガソリン車の輸出台数が前年同月比12％増の48万2000台だったのに対し、新エネルギー車輸出は57万1000台で同2.6倍という爆発的な伸びを見せた。中国国内では26年に入り新車販売が一貫して減少しており、過剰生産のはけ口を海外市場に求めている格好だ。

　ある国内自動車メーカーの欧州事業担当者は、新エネルギー車の輸出還付率引き下げにより、多くの企業は輸出価格の引き上げを余儀なくされる可能性があり、そのコスト増加分が海外での最終販売価格に転嫁される恐れがあると指摘する。　また同担当者は、中国メーカーによる製品価格引き上げが、自国の自動車産業に対する競争圧力を緩和したいと考えている一部の外国政府や市場関係者の利益にかなうものになるとの見方を示した。 ■「新三種の神器」の輸出支援、相次ぎ縮小

　今回の新エネ車に対する優遇措置見直しにより、中国の輸出を支える「新三種の神器」(EV、リチウムイオン電池、太陽光発電製品)のすべてが、輸出還付税の調整対象に含まれることとなった。　24年12月より、太陽光発電および電池にかかわる製品の輸出還付税率は13％から9％に引き下げられた。26年4月には、太陽光発電製品の輸出還付制度は廃止、電池製品の輸出還付税率は6％に引き下げられ、27年1月には完全に廃止される予定だ。

　今回の発表に先立ち、中国政府はEU(欧州連合)との間で、中国製HV(ハイブリッド車)、PHV(プラグインハイブリッド車)のEU向け輸出数量を半減させる措置で合意している。EU側がセーフガード(緊急輸入制限措置)を発動し、輸出数量枠を設定するとみられる。中国製のPHVの大量流入に対しEU側が自国の自動車産業に甚大な打撃を与えるものとして強硬に対策を求めていた。今回の還付率引き下げも、その効果の大きさは不明ながら、欧米からの批判の的になっていた中国政府による輸出支援策を縮小させる措置の一環であり、海外に歩み寄った措置といえる。
