開発者の理解不足と不十分な検査等に起因 ～ LINEヤフーに行政指導
総務省は3月28日、LINE ヤフー株式会社に対し、通信の秘密の保護に係る行政指導を行ったと発表した。

LINEヤフーが提供する写真共有サービス「LINE アルバム」では、アルバムのサムネイル画像に、他の利用者の画像データ（一部）がまぎれこむ不具合が発生し、本人の意図しない相手にサムネイル画像が閲覧される事案が発覚していた。
総務省ではLINEヤフーに対し、電気通信事業法（昭和59年法律第86号）第166条第1項の規定に基づく報告徴収を実施したところ、サムネイル画像を生成する画像処理システムをLINEヤフーが開発した新しいシステムに移行するのに伴い、本来あるべき画像処理ではない形で画像処理が実施され、処理中の画像に次に処理することが予定されていた画像の一部が混在したことが判明し、同画像処理に用いるプログラムについて開発者の理解不足と不十分な検査等に起因するものであることが認められたとのこと。
同省では、電気通信事業法 第4条第1項に規定する通信の秘密の漏えいがあったとし、LINEヤフーに対し、通信の秘密の保護を図るため下記の事項の実施等を求めるとともに、その実施状況について報告を行うよう、文書による行政指導を行っている。
1.再発防止の徹底として、新システム移行に伴い前記不具合が生じない仕組を構築するとともに、検査の強化、動作確認の徹底、全社的な取組としての開発ガイドラインの見直しなど
2.利用者対応の徹底
同省からの行政指導を受けて、LINEヤフーでは3月28日に「今回の行政指導を真摯に受け止め、指導内容を含め再発・被害拡大防止策を徹底するとともに、今後もユーザーおよび関係者の皆さまに安心してサービスをご利用いただけるよう努めてまいります。」とコメントを発表している。
