自民 公明 国民 「年収103万円の壁」見直しで合意 制度検討へ
自民・公明両党と国民民主党は、税負担に関する「年収103万円の壁」を見直すことで合意しました。3党は、年末にかけて行われる税制改正の議論で、所得税の控除額をどこまで引き上げるかなど制度の検討を進める方針です。
政府が近くまとめる新たな経済対策をめぐり、自民・公明両党と国民民主党は、年収が103万円を超えると所得税が生じる「103万円の壁」について、「税制改正の中で議論し、引き上げる」と明記することで合意しました。
また、経済対策を速やかに実行に移すため、裏付けとなる今年度の補正予算案を早期に成立させることも確認しました。
国民民主党の浜口政務調査会長は「手取りを増やす経済対策に向けて大きな一歩を踏み出せる内容だ」と評価し、経済対策の実行を条件に、補正予算案に賛成する意向を示しました。
自民党の小野寺政務調査会長は「与党で衆議院の過半数に満たない中、今回の議論は、より丁寧に野党と協議するひな型になった」と述べました。
ただ「103万円の壁」の見直しをめぐっては、国民民主党の主張どおりに所得税の控除額を178万円まで引き上げた場合、国と地方で7兆円から8兆円の減収が見込まれることから、政府・与党内や自治体から強い懸念が出ています。
3党は、与党が来月中旬までの取りまとめを目指す来年度の税制改正に向けた議論の中で、所得税の控除額をどこまで引き上げるかなど制度の検討を進める方針です。
さらに、アルバイトで働く学生などが年収103万円を超えると扶養から外れて親の税負担が増えることから、この年収要件を引き上げるかどうかもあわせて議論される見通しです。
