飛行機内でモバイルバッテリー使用禁止 持込は2個160Wh以下まで
国土交通省航空局は2月27日、モバイルバッテリーの機内持込み基準の変更に向けた意見公募を開始した。変更案は、機内持込み可能なモバイルバッテリーを1人2個まで(160Wh以下)に制限するなどの方針をまとめており、意見募集は3月30日まで。新基準は2026年4月中旬の適用開始を予定する。
国内外で機内におけるモバイルバッテリーの発煙や発火などの事例が発生していることを受け、リスク軽減を目的に取扱いの見直しを検討する。背景には、リチウム電池に関連する航空機内火災の増加があり、国際民間航空機関(ICAO)でも対応が進められている。
ICAOでは、モバイルバッテリーに関する国際基準の緊急改訂案が提出されており、3月下旬のICAO理事会で審議・採択される見込み。日本もこれに準拠(国内線)し、「航空機による爆発物等の輸送基準等を定める告示」および「航空法施行規則第194条及び航空機による爆発物等の輸送基準等を定める告示の運用について」の一部改正を検討する。
主な変更案では、機内持込み可能なモバイルバッテリーを1人2個まで(160Wh以下)に制限する。また、航空機内でモバイルバッテリーへ充電することや、モバイルバッテリーから他の電子機器へ充電することを禁止する内容を追加する。
現行基準では、モバイルバッテリーを預け入れ荷物に含めることは禁止されており、機内持込みの個数や容量にも制限が設けられている。今回の改正案はこれらに追加する措置となる。
意見は電子政府の総合窓口「e-Gov」のパブリックコメント欄のほか、電子メールや郵送で受け付ける。提出の際は所定の様式に従い、氏名や連絡先を明記する必要がある。なお、ICAO理事会での審議結果により、改正内容が変更となる可能性がある。
