障害年金不支給124件を支給 引き続き認定状況調べ毎月公表へ
昨年度、不支給と認定された障害年金の割合が前の年度より高かったことを受け、厚生労働省は去年4月から7月までの4か月間の審査で不支給とされた2800件余りを精査し、このうち124件については判断を改め、支給することになりました。厚生労働省は引き続き、認定状況を調べ、進捗（しんちょく）を毎月、公表することにしています。
障害年金は病気やけがで障害を負った公的年金の加入者などに支給されるもので、日本年金機構が審査します。
厚生労働省は、支給が認められない割合が増えているのではないかという外部からの指摘を受け、昨年度の認定状況を無作為で抽出して調べたところ、不支給の割合が前の年度より4.6ポイント高い13％だったことから、審査が適切だったかどうか点検を進めていて19日、社会保障審議会の部会に状況を報告しました。
それによりますと、昨年度、不支給と判断されたのはあわせて1万8982件で、全体に占める割合は無作為抽出の調査と同じ13％と、前の年度より4.6ポイント高くなっています。
このうち、精神障害の審査で去年4月から7月までの4か月間に不支給とされた2895件について、回復の見通しや日常生活への影響などをより重視して精査した結果、4.3％にあたる124件については判断を改め、支給することになりました。
厚生労働省は「当初の判断が認定基準を逸脱していたという事実は確認できていないが、結果として適切ではなかった」としています。
厚生労働省は年内に昨年度分の点検を終えたうえで、その後、今年度分の認定状況も調べる方針で、毎月、進捗を公表することにしています。
